Funded by the Federal Transit Administration, this project was to significantly improve the Manele Small Boat Harbor in support of economic growth, enhance commuter ferry operations between the islands of Lanai and Maui, improve the existing ferry facilities, and provide long-term infrastructure for a more efficient and safe commuter transit system.
The project included a new comfort station, rehabilitation of the existing comfort station, an administration office, new water mains and fire suppression system hydrants, a sewage pump station, electrical utilities and street lights, telephone communication infrastructure, storm water drainage system, new parking areas and roadways, a passenger ferry shelter, a secured recreational boat parking area and landscaping. As part of the project, the following were also required: Environment Assessment, Section 10 of the Rivers and Harbors Act, NPDES Form C for construction related activities, Section 401/404 of the Clean Water Act, Endangered Species Act compliance, and Essential Fish Habitat compliance.
Existing ferry facilities were improved by creating ADA accessibility in the comfort station and pedestrian areas. The comfort stations are connected to a wastewater pump station which transferred the wastewater to a private wastewater collection system. The existing large capacity cesspools were closed. Modifications were made to the existing ferry loading dock due to disrepair and deteriorating concrete. These modifications greatly enhanced the loading and unloading of passengers.
As the prime design consultant, Bow Engineering provided the master plan, design and construction documents for upgrading the existing and new facilities located within the harbor. Our effort was recognized by the American Public Works Association, Hawaii Chapter, in the category of Transportation, $5-25 Million.
